The United States Marine Corps Story - Implementing Critical Chain Project Management (CCPM) in a complex Military MRO Environment.
Starting in 2001 the USMC Material Command (MATCOM) made the decision to integrate Theory of Constraints (TOC) making this initiative the spearhead for all of their process improvement programs currently in place. Daniel Walsh, President and CEO of Vector Strategies Inc. and the Vector Strategies Team were selected to implement the TOC approach within headquarters and the two Maintenance Centers in Albany, Georgia and Barstow, California. The results of this eighteen-month implementation were truly phenomenal. An excellent article written by Mandyam Srinivasan, Darren Jones and Alex Miller chronicling this effort was published in the March, 2005 edition of APICS magazine. TOC principles were applied to their entire value chain, however the first and key improvements were experienced in the way they managed their projects. Since this was their system constraint, the improvements were seen very quickly and the results were dramatic. The new project management approach is called Critical Chain Project Management (CCPM). Daniel Walsh, the founder of Vector Strategies Inc. later co-founded EXEPRON, a cloud based SaaS CCPM (Critical Chain Project Management) business solution enabling companies to experience similar results. Helisota implemented Exepron CCPM
Helisota is an international provider of integrated maintenance, repair and overhaul (MRO) services for rotorcraft aviation. The company is an EASA Part 145 and Part 147 organization as well as an authorized Mil Helicopters and Robinson R44 service centre. Based on ISO 9001:2008 certified services and products, Helisota supports various government and private rotorcraft operators in 25 countries worldwide.
Helisota is now managing all work in Exepron, including back shops. Helisota implemented Exepron CCPM in March 2015 and are very happy so far with the results. Turn Around Time (TAT) reduction is 52% and Helisota is now faced with another challenge, the market reaction was so positively furious that we were immediately overloaded and most projects moved to red because of insufficient capacity to manage all market demand. We also hit another constraint which now moved to procurement of spares. Exepron pointed out Bottleneck operations and the Resource constraints. By addressing these, Helisota expects to achieve another up to 20% in TAT reduction during 2016 after all supporting processes are aligned.
